I personally know Thomson R.Webber of Illinois to be an honest and capable man, having for a long time been Clerk of one of the Courts in which I practiced. . . .

According to the catalog description this incomplete text is from an autograph letter signed, asking the appointment of Webber as a paymaster of Volunteers. Webber served for twenty-five years as clerk of Champaign County Circuit Court. No record of his appointment as paymaster has been found.
