[1]   AES, NHi. Lincoln's endorsement is written on a telegram from Ozias M. Hatch and others, Springfield, Illinois, August 8, 1862, ``The Governor is absent. An immense number of people are here. Many counties tender a Regiment. Can we say that all will be accepted under call for the War? An immediate answer is very important.'' On the same day Catharinus P. Buckingham notified Adjutant General Allen C. Fuller at Springfield that ``All volunteers for the war will be accepted until August 15. After that all that offer will be accepted for filling up old regiments.'' (OR, III, II, 324).
