I have examined and seen tried the ``Rafael Repeater'' and consider it a decided improvement upon what was called the ``Coffee Mill Gun'' in these particulars that it dispenses with the great cost and liability to loss of the Steel cartridges and that it is better arranged to prevent the escape of gas. Other advantages are claimed for it upon which I cannot so well speak. While I do not order it into the service I think it well worthy of the attention of the Ordnance Bureau and should be rather pleased if it should be decided to put it into the service Yours Truly A LINCOLN
Annotation
[1] Copy, NRU-Weed Papers. The copy in the handwriting of James R. Haskell was enclosed by Haskell to Thurlow Weed, October 8, 1862. Haskell was an inventor of New York City who collaborated with the French inventor Rafael in making the Rafael Repeater. The gun was successfully tested on August 7 in presence of Lincoln, John A. Dahlgren and others (New York Tribune, August 8, 1862), but was never adopted by the army.
