[1] AES, IHi. Lincoln's endorsements appear on a letter from John B. S. Todd, August 7, 1862, tendering his military services. His appointment as brigadier general of Volunteers had expired July 17, 1862. On August 11, Halleck endorsed following Lincoln's first endorsement:
``Genl Todd is a well educated and competent officer, thoroughly acquainted with his military duties. He did satisfactory & excellent service while under my command in the west. He was passed over while many inferior officers were confirmed.''
On March 9, 1863, the Senate rejected Todd's appointment.
