[1]   AES, NHi. Lincoln's endorsement is written on a telegram from Andrew H. Reeder, Easton, Pennsylvania, August 8, 1862, ``Our County has raised its quota of call for Volunteers. Have a surplus on hand and men still coming in. We want very much to fill our quota of the draft with Volunteers and thus avoid the draft and furnish better men.'' Catharinus P. Buckingham replied to Reeder at 5:30 P.M., that ``The General Government apportions the quota of

militia force among the States, but has no regard to counties. . . . It would be right for the State to make a proper allowance to any county that exceeds its proportion, but it must be left to the Executive of the State to make such arrangement.'' (OR, III, II, 332).
