The opinion of the Judge Advocate is approved. I consent that Colonel O'Keefe be reappointed into the Volunteer service of the United States if the Governor of New York so inclines.

[1]   Copy, DNA WR RG 153, Judge Advocate General, Letters Received, No. 196. See Lincoln to Lee, July 30, supra. Lee's report of August 4, 1862, pointed out that Colonel Francis B. O'Keefe ``cannot be restored, unless his successor be removed.'' No record has been found of a reappointment by Governor Morgan.
