The opinion of the Judge Advocate is approved. I consent that Colonel O'Keefe be reappointed into the Volunteer service of the United States if the Governor of New York so inclines.

O'Keefe ``cannot be restored, unless his successor be removed.'' No record has been found of a reappointment by Governor Morgan.
