I understand it is desired that Joseph M. Bell be appointed a 2nd Lieut. in the Army, in order to his being Assistant Adjutant General on the Staff of Gen. B.S. Roberts. If consistent with the rules, let it be done. A. LINCOLN.

Watts, delegate in congress from New Mexico Territory, endorsing appointment of Joseph M. Bell, who had served as second lieutenant in the Second New Mexico Infantry, October 27, 1861 to May 31, 1862. Bell was appointed assistant adjutant general with rank of captain and assigned to the staff of Brigadier General Benjamin S. Roberts, July 24, 1862.
