[1] AD, CSmH. The date of the four sheets of manuscript comprising the two drafts and Lincoln's comments is that assigned by Nicolay and Hay. Representative George P. Fisher of Delaware undertook to promote the bill among the Union men of his state. Lincoln's drafts were rewritten and printed for
