Respectfully submitted to the Secretary of State, with the remark that I have no objection to the appointment of Mr. Brainerd, if the Secretary has none. A. LINCOLN

Annotation

[1]   AES, DNA RG 59, Appointments, Box 238. Lincoln's endorsement is written on a letter from Truman Smith, July 21, 1862, introducing Cephas Brainerd whom he recommended for appointment as arbitrator at New York under the slave trade treaty with Great Britain. Brainerd's appointment was confirmed by the Senate on January 19, 1863.
