[1]   AD, The Rosenbach Company, Philadelphia and New York. This memorandum was probably written during July, 1862, when recruiting of Negroes began under authorization of the Confiscation Act and an act to amend the Force Bill of 1795, both of which were approved by the president on July 17. Negro recruitment was discussed in the cabinet meeting on July 22, when Lincoln submitted the first draft of the Emancipation Proclamation to the cabinet, and this memorandum may well have been written at that time.
