Lincoln's endorsement is written on Attorney General Bates' reply of July 21 to Lincoln's communication of July 19, supra, concerning the case of Ephraim Morrison. Bates listed the papers sent to him and pointed out that other necessary papers had not been received, ``and therefore it is impossible for me to form an opinion whether or not you `can or ought' to remit the fine or grant a pardon.'' No further action by Lincoln has been located.
