I do not personally know the writer of this; but Senator Harlan thinks the service might be advanced, by sending him into Penn, to assist in raising more forces. Sec. of War, please see Senator Harlan, on the subject. A. LINCOLN

Annotation

[1]   AES, RPB. Lincoln's endorsement is written on a letter from Colonel Josiah Harlan of the Eleventh Pennsylvania Cavalry to James Harlan, July 21, 1862, stating his wish to recruit a brigade in Pennsylvania and to be appointed brigadier general. Apparently Colonel Harlan was disappointed, for he was mustered out of service by order on August 20, 1862.
