[1]   AES, IHi. Lincoln's endorsement is written on an undated petition signed by Representative Andrew J. Clements and other Tennesseans and Kentuckians recommending John B. Rodgers of Tennessee to ``visit the places of confinement of Tennessee prisoners, to release all loyal union soldiers, upon such conditions as you shall prescribe.'' On July 6, Andrew Johnson had telegraphed Lincoln, ``I see there is some contest in reference to the appointment of Judge for Tennessee. Rodgers is my personal friend but he will not do for Judge at this time. . . .'' (DLC-RTL). No further reference to Rodgers' appointment has been located.
