I understand the young man mentioned within was forced [to] decline this appointment by reason of some injury or disease about the foot which has now recovered; and that he had the promise of a re-appointment on recovery, from Gen. Cameron. Under these circumstances, I shall be glad if a vacancy of 2nd. Lieutenancy can be found for him, especially as it is said he has been studying and preparing in reliance upon such promise.
