Nov. 23. 1861 A. LINCOLN
Annotation
[1] ALS, DLC-Cameron Papers. Juan Napoleon Zerman took part in the French revolution of July, 1830, was banished from France as a Republican in 1848, and migrated to the United States. Having commanded the Turkish Black Sea Fleet (1842-1847), he found employment as admiral in the Mexican Navy (1854-1859), and upon the outbreak of the Civil War sought a commission in the Union Army. Lincoln nominated him March 15, 1862, on Cameron's recommendation, for appointment as brigadier general in the Volunteer service. The Senate confirmed the appointment on May 5, recalled the confirmation the next day, and tabled the nomination on June 12, 1862. A letter from Zerman to Lincoln dated August 14, 1862 (DLC-RTL) blamed the recall of his appointment on intrigues of foreign politicians.
