Hon. Secretary of the Treasury: Might not Mr. Bouligny be appointed surveyor of the port of New Orleans? If there be no objections, please send nomination. A. LINCOLN.
Annotation
[1] ALS, RPB, NH, VII, 278. There is no reply from Chase in the Lincoln Papers. John E. Bouligny, representative from Louisiana 1859-1861, remained loyal to the Union and retired to private life in Washington. No record of his appointment has been found, but see further, Lincoln's letter to Benjamin F. Butler and others, October 14, infra.
