I think Mr. Merwin should be paid, upon the Pay-Master-General being satisfied that he has performed the service as stated.

[1] AES, IHi. Concerning Merwin's appointment see Lincoln to Cameron, July 17, 1861, supra. Lincoln's endorsement is written on a letter from James B. Merwin to Owen Lovejoy, June 30, 1862, asking his assistance, ``I have been acting as an ordained Chaplain since Sept 20th. 1861 & I submit herewith a part of a great amount of evidence of my labors. I have not been paid a farthing yet. . . . The President appointed me or wrote an order for my appointment Sept. 12th. 1861.'' Larned's endorsement following Lincoln's has been crossed out, but is sufficiently legible to indicate that the Pay Department insisted that either the ``President or Secretary of War'' should state the date ``upon which to base an account.''
