States and the United Bands of the Ottawa Indians of Blanchard's Fork, and of Roche de Boeuf, in Kansas, is transmitted for the consideration and constitutional action of the Senate, agreeably to recommendation of the enclosed letter from the Secretary of the Interior of this date. ABRAHAM LINCOLN
