Bates forwarded to Lincoln a copy of the letter from Senators McDougall and Latham endorsed by Lincoln on April 21 (supra) and a copy of Bates' letter to McAllister, April 21, granting leave of absence. Bates admitted in his covering letter in regard to the question of authority that ``. . . I am not, at this moment, prepared to answer it. . . . Ever since your accession to the presidency, such letters of license have been granted without any minute scrutiny of the law. . . under the belief that you were but following numerous precedents. . . .'' (Ibid.).
