I transmit herewith a Report of the Secretary of War, in answer to the Resolution of the House of Representatives of the 2d. of June, in relation to the authority and action of the Honorable Edward Stanly, Military Governor of North Carolina.

of North Carolina May 26, 1862, who was purported to have prevented the education of negro children in the state. Stanton reported that Stanly had not been instructed by the government to prevent the education of children, white or black, and that the War Department had no official information that he had, but that Stanly had been requested to give a report on the subject which would be communicated to the House.
