[1]   AES, DNA RG 204, U. S. Pardon Attorney, A 417. Lincoln's endorsement is written on a petition signed by the Kentucky delegation and Joshua F. Speed asking pardon for Herman Franks of New Orleans, and nolle prosequi for his sureties, Emanuel and Simon Bamberger of Louisville. Franks had been indicted for treason on November 4, 1861, but was unable to appear and his bond became forfeited. No further reference has been located.
