[1]   ALS, RPB. General Banks telegraphed Lincoln May 24, 8 P.M., that he had occupied Winchester (OR, I, XII, I, 527). Chase's reply to Lincoln from Falmouth, Virginia, received at 11:20 A.M., May 25, reads in part as follows:``. . . General McDowell appreciates, as you do, the importance of the service he is called on to perform. All possible exertion is being made. . . . Having done all I can here, I shall come immediately to Washington with General Shields. . . .'' (OR, I, XII, III, 230).
