[2]   The draft in the Lincoln Papers has General Orders No. 11 clipped from a newspaper and pasted on the center of the page at this point.

[3]   Lincoln deleted ``expressly, or implicitly'' at this point in the draft.

[4]   Lincoln inserted the remainder of this paragraph in place of the following phraseology deleted in the draft, ``will permit to be decided for me by neither any, nor all of my military subordinates.''

[5]   The following resolution in the draft is a newspaper clipping pasted in the center of the page.

[6]   Lincoln inserted this sentence and the next in place of the following phraseology deleted in the draft, ``The strong tendency to a total disruption of

society in the South, is apparent. You can stay [it?] without your [act?], possibly I can not. You can stay it without harming a hair of white or black.''

[7]   ``Plays'' deleted and ``acts'' inserted by Lincoln in the draft.

[8]   Lincoln signs and dates the draft at this point, but both date and signature have been deleted and the remainder of the document added in the handwriting of a clerk. Lincoln's signature appears, of course, on the official copy in the Archives.
