[1] AES, RPB. Lincoln's endorsement is written on a letter signed by members of the Missouri delegation in congress, May 15, 1862, recommending appointment of John E. Phelps as a lieutenant of cavalry or artillery in the Regular Army. Phelps was appointed second lieutenant in the Third Cavalry June 11, 1862.
