On enquiry into this case I think it due to Lt. Colonel G. Montagu Hicks that he be appointed an Aide de Camp of General Wool with the rank of Colonel as upon his recommendation and assigned to General McDowell. Let it be done.
May 5th. 1862. A. LINCOLN.
Annotation
[1] Copy, DLC-RTL. The copy is contained in a letter from George Montagu Hicks, Metropolitan Hotel, Washington, D.C., May 22, 1862, complaining that ``This order the Secretary of War refuses to carry out, thus not only placing me in the position of inability to act on the instructions of the Commander in Chief, but also leaving the inference that the highest power in this country is not vested in its President.'' For Lincoln's comment see the memorandum of May 22, infra. No record of Hick's military service or further identification has been found.
