[1]   Copy, DLC-RTL. The copy is contained in a letter from George Montagu Hicks, Metropolitan Hotel, Washington, D.C., May 22, 1862, complaining that ``This order the Secretary of War refuses to carry out, thus not only placing me in the position of inability to act on the instructions of the Commander in Chief, but also leaving the inference that the highest power in this country is not vested in its President.'' For Lincoln's comment see the memorandum of May 22, infra. No record of Hick's military service or further identification has been found.
