According to the catalog description, Lincoln's endorsement is written on a letter from Edward Bates recommending an appointment for Colonel Vaughan. Richard C. Vaughan of Lexington, Missouri, was Bates' friend, but seems to have received no federal appointment; his son John M. Vaughan, however, was appointed by Bates himself to a clerkship in the attorney general's office.
