from the Navy in 1857, for drunkenness and disobedience to orders, Fleming was reappointed lieutenant in 1859. A court of inquiry again found him guilty of intemperance and incompetence. He was, however, promoted to lieutenant commander on July 16, 1862. Secretary Welles recorded in his Diary on August 10 (I, 77) that the promotion was ``most objectionable.''
