[1] DS, DNA RG 46, Senate 37B B13. See Lincoln's earlier communications concerning the treaty and the convention with Mexico, December 17, 1861, and January 28, 1862, supra. The Senate had amended the treaty before ratifying it, and additional time was required to obtain Mexico's ratification. On April 15 the Senate adopted a resolution extending the time for ratification.
