[1] AES, IHi. Lincoln's endorsement appears on a letter of Edward D. Baker to Lieutenant George Williams of Oregon, July 11, 1861:
``The Secretary of War has just promised me to appoint you a Second Lieutenant in the Regular Army.
``I hope to send you your commission in a few days. Go to work and study tactics.''
George Williams was nominated a second lieutenant in the Fourth U.S. Infantry on April 5 and was confirmed by the Senate on April 14, 1862.
