[1] Copy, RPB. The copy of this telegram is in John Hay's handwriting. General Halleck had replied to Lincoln's preceding telegram (supra) that ``Col Barretts regt is here under orders to join Gen Curtis in Arkansas To make the change will require two 2 weeks & will cost. . . about thirty three thousand. . . dollars. I do not feel authorized to make this exchange unless ordered to do so.'' (DLC-RTL).
