LINCOLN's endorsement is written on the back of a letter from Senator Henry Wilson, March 27, 1862, suggesting that Lincoln renominate William B. Lebo of Pennsylvania, who ``was rejected, not on charges but at the suggestion of a gentleman of Pa.'' On the bottom of the letter is a concurring note signed by David Wilmot. Lebo's appointment was confirmed by the Senate on April 14, 1862.
