Stickney of Florida, March 19, 1862, asking that James McKay, a wealthy and loyal cattle-raiser of Tampa Bay who was in Washington on parole after having been in Fort Lafayette on charges of blockade running, be permitted to return to Florida. McKay returned to his state, and wrote to Lorenzo Thomas from Key West on April 2, 1862 (ibid.).
