Kennedy, superintendent of census, supplied Lincoln with census tables upon which Lincoln based this letter (ibid.). Senator McDougall continued, however, to oppose compensated emancipation and on March 26 delivered in the Senate a speech which questioned the constitutionality of using federal money for such purposes.
