[1]   AES, IHi. Lincoln's endorsement is written on a letter from Governor Richard Yates and others, February 18, 1862, recommending the promotion of Captain William W. Leland, commissary of subsistence on General U. S. Grant's staff, to rank of major. Numerous later endorsements and accompanying letters from Grant and Halleck dated July 25 and August 9, 1862, are concerned with Leland's having been mustered out of service on suspicion of later misconduct, and Halleck's letter, approved by Stanton, recommended that he not be reappointed.
