To the Senate of the United States: March 5, 1862

I submit to the Senate for its consideration a copy of a message addressed to that body by my immediate predecessor, on the 12th February, 1861, relating to the award made by the joint commission under the convention between the United States and Paraguay of the 4th February, 1859, together with the original ``journal of the proceeding'' of the commission, and a printed copy of the ``statements and arguments --- and for the Republic,'' and request the advice of the Senate as to the final acquiescence in, or rejection of, the award of the commissioner, by the Government of the United States. As the ``journal'' is an original document, pertaining to the archives of the Department of State, it is proper, when the Senate shall have arrived at a conclusion on the subject, that the volume be returned to the custody of the Secretary of State. ABRAHAM LINCOLN.
