My dear Sir: Washington, March 3. 1862.
Let Irvin McDowell, Ambrose E. Burnside, Don Carlos Buell, John Pope, Samuel R. Curtis, Franz Sigel, John A. McClernand, Charles F. Smith, and Lewis Wallace, be appointed Major generals of volunteers.
Also, let John Cook, Richard J. Oglesby, William H. L. Wallace[,] John McArthur, Jacob G. Lauman and John A. Logan, (all of whom fought at Fort Donnelson, with commissions of Colonels, but all except the last, commanded brigades) be appointed Brigadier generals of volunteers.
Also, let Hiram G. Berry, of Maine, Hon. Orris S. Ferry, of Connecticut, and Hon. James Craig, of Missouri, be appointed Brigadier generals of volunteers.
