To the Senate and House of Representatives.

I transmit to Congress a copy of a special Treaty between the United States and His Majesty the King of Hanover for the abolition of the State Dues, which was signed at Berlin on the 6th of November last. In this Treaty, already approved by the Senate

and ratified on the part of the United States, it is stipulated that the sums specified in Articles III and IV to be paid to the Hanoverian Government, shall be paid at Berlin on the day of the exchange of the ratifications. I therefore recommend that seasonable provision be made to enable the Executive to carry this stipulation into effect. ABRAHAM LINCOLN.

Washington, 12th February, 1862.

Annotation

[1]   DS, DNA RG 46, Senate 37A F2; DS, DNA RG 233, House Original Executive Document No. 52. An act approved March 13, 1862, appropriated funds to fulfill the treaty, which provided for a lump payment to Hanover in consideration of the abolition of the ``Stade dues''---tolls levied on vessels ascending the Elbe and passing the mouth of the Schwinge River.
