[1] AES, IHi. Lincoln's endorsement appears on a letter from Lieutenant Henry A. Wise, Navy Department, January 27, 1862: ``You directed me last evening, to call your attention today, to the requisition of Flag Officer [Andrew H.] Foote for the purchase or charter of a Steamer for the Mortar Flotilla, as referred to in his telegram of yesterday. . . .'' An endorsement following Lincoln's reads: ``In accordance with above Telegraphed Com Foote Jany 27th/62.''
