``The Secretary of New Mexico ought to be removed.
``You have thought of Judge Arny for the place. Shall I nominate him at once?''
William F. M. Arny of Kansas, formerly of Illinois, had been confirmed by the Senate on July 16, 1861, as agent for the Indians in the Territory of New Mexico. Not until January 7, 1863, was Arny nominated to replace James H. Holmes as secretary. His appointment was confirmed on February 18, 1863.
