I transmit, herewith, for the constitutional action of the Senate, articles of agreement and convention concluded at Niobrarah,

Nebraska territory, on the 14th day of November 1860, between J. Shaw Gregory, Agent on the part of the United States, and the Chiefs, and head men, of the Poncas tribe of Indians, being supplementary to the treaty with said tribe, made on the 12th day of March 1858.

I also transmit a letter dated the 4th instant, from the Secretary of the Interior enclosing a copy of a report of the commissioner of Indian Affairs, of the 20th September 1861, in relation to the subject. ABRAHAM LINCOLN

[1]   DS, DNA RG 46, Senate 37B C4. The supplementary agreement and convention to the treaty with the Poncas was referred to the committee on Indian Affairs and ordered to be printed on January 22, but was not ratified until March 2, 1867.
