I transmit to Congress a translation of an instruction to the minister of his Majesty the Emperor of Austria accredited to this government, and a copy of a note to that minister from the Secretary of State, relative to the questions involved in the taking from the British steamer Trent of certain citizens of the United States, by order of the United States navy. This correspondence may be considered as a sequel to that previously communicated to Congress relating to the same subject2Jump to section.

[1] Thirty-seventh Congress, Second Session, Senate Executive Document No.14. The Austrian message of December 18, 1861, expressed that nation's concurrence with England's demands. Seward's reply of January 9, 1862, forwarded a copy of the correspondence between the U.S. and Great Britain and France and gave assurance that ``the United States are not only incapable. . . of seeking to disturb the peace of the world, but are deliberately just and friendly in their intercourse with all foreign nations . . .'' (Ibid.).
