[1] Thirty-seventh Congress, Second Session, Senate Executive Document No.14. The Austrian message of December 18, 1861, expressed that nation's concurrence with England's demands. Seward's reply of January 9, 1862, forwarded a copy of the correspondence between the U.S. and Great Britain and France and gave assurance that ``the United States are not only incapable. . . of seeking to disturb the peace of the world, but are deliberately just and friendly in their intercourse with all foreign nations . . .'' (Ibid.).
