General James Cooper wrote Lincoln January 6 as follows: ``The answer of Gen. Meigs to the note which your Excellency had the kindness to address to him on the subject of the appointment of A. A. Mc-Gaffey, as assistant Qr. Master of my Brigade was a refusal to lend his approval to the appointment. . . on the belief that McGaffey is a gambler. . . .'' (DLC-RTL).
