My dear Sir: Your private letter in regard to Mr. Burtwell is received.
I have no power to remove a Lieut-Colonel appointed by the Governor of New York. The appeal must be made, if at all, to the Governor. Yours, etc., A. LINCOLN

[1] Tracy, pp. 199-200. The letter from Henry Liebman is not in the Lincoln Papers, and no Lieutenant Colonel Burtwell has been identified. Henry Liebman of New York City was appointed first lieutenant and quartermaster in the Seventy-first New York Infantry, September 6, 1862, but that he was the same as Lincoln's correspondent is uncertain.
