Lincoln's endorsement is written on a letter from Elisha Whittlesey, first comptroller of the Treasury, December 16, 1861, enclosing a letter from his friend William H. Russell, consul at Trinidad de Cuba, to Lincoln December 7, in which Russell recounts circumstances under which he had been obliged to remove a consular agent at Cienfuegos by the name of ``Cross'' and of that gentleman's threats ``to array me before your Excellency.''
