[1]   ADS, owned by Mrs. R. F. Mattingly, Louisville, Kentucky. As of December 5, 1861, Major John Pope was chief quartermaster under General William J. Hardee of the Confederate Army at Bowling Green, Kentucky (OR, I, VII, 737). The circumstances under which Lincoln issued this document are obscure. There seems to be no record of Pope's capture or parole. According to information furnished by the present owner of the document, Pope was born (1830) John Pope Cocke, the grandson of John Pope (1770-1845), U.S. senator and representative from Kentucky and governor of Arkansas Territory, but changed his name to John Pope in compliance with stipulations in his grandfather's will.

[2]   Lincoln left a blank for the first name which is filled in by another hand.
