[1] AES, DNA FS RG 59, Appointments, Box 398. Lincoln's endorsement is written on an envelope containing recommendations of Elias Wampole of Pennsylvania. There is no record of Wampole's appointment to a War Department post, but he was nominated consul at Laguayra, Venezuela, on February 10, and confirmed March 6, 1862.
