At the request of Senator Callamer [sic], Gov. Fairbanks & other gentlemen of Vermont, I wish, as a special case, to appoint Dr. Edward E. Annotation

[1]   ALS-P, ISLA. On the bottom of the letter Cameron has endorsed, ``This case is peculiar-and in consideration that no officer of the grade has been selected from the state of Vermont, Dr Phelps will be appointed after examination and approval by the medical board.'' The appointment was made February 4, 1862.

[2]   William T. H. Brooks, appointed brigadier general of Volunteers, September 28, 1861.
