The ``attached resolutions'' are in the form of a clipping from the Quincy, Illinois, Whig Republican of November 22, 1862, protesting against and asking repeal of regulations restraining trade with Northern Missouri. Chase's reply of December 7, 1862, pointed out that the restrictions were ``those of general application . . . concerning Internal and Coastwise Commercial Intercourse . . . under Acts of Congress approved July 13, 1861, and May 20, 1862,'' for the purpose of preventing articles of commerce from passing into areas in a state of insurrection. ``I am not aware, that there has ever been . . . any local regulation which would affect the business interests of Quincy more injuriously in any respect than those of her sister cities located on the Ohio and Mississippi rivers. . . . I have, however, this day transmitted a copy of your letter and enclosure to the Special Agent . . . in the district embracing Quincy. . . .'' (DLC-RTL).
